If you are unable to stop by the Records Bureau during business hours, please call 908-322-7100 extension 105 or 106 to make other arrangements to obtain a copy of a police report.

Firearms Application and Instructions - Firearms Registration and Application System (FARS)

Step 1: Log on to

Step 3: Complete the online application. If you complete the application using a smartphone, mobile device, laptop, or desktop computer,
you will need to be able to print the IDENTIGO fingerprint form.

Step 4: When completing the application, you will need the email addresses of two (2) reputable references. Your references can be family members.

Step 5:
You must appear at the Scotch Plains Police Department Records Bureau to pay for your initial Firearms Identification Card (FID Card) and/or Pistol Purchases Permits promptly upon applying. Your application will not be processed until you have paid for the FID Card/Pistol Permits. Non-refundable payment is required to be made prior to the completion of the background as per NJSC 13:54.1.4.

* Should an
INITIAL applicant applied for an FID card and forgot to apply for pistol purchase permits, the applicant must re-apply for the pistol purchase permits AFTER their initial application is process and approved.

* You will be receiving automated email updates throughout the process.

* Once your application is complete, a department representative will contact you to retrieve your FID card and/or Pistol Purchase Permit documents. Do not show up to the police department unless directed by a department repetitive informing you the requested items are ready for pick up.

* Please advise your references that the FARS system will email them their reference questions to be answered. Your references can complete the questions using a smartphone, mobile device, laptop or desktop computer. Please advise them to complete the questions immediately to progress your background investigation.

* The online application is applicant driven. Please ensure that you have entered the best phone numbers for yourself and references as well the best email addresses for you and your references.

The Records Bureau’s main responsibilities are to securely store, retrieve, distribute and dispose of police reports. Police reports consist of investigation reports, property reports, supplement reports, vehicular accidents, arrests, and miscellaneous incident reports. All reports are assigned a "case number" and are maintained numerically.
The Records Bureau's front counter is open to the public Monday through Friday 8:30a.m. to 3:00p.m. Reports can be picked up during these hours. Reports or request for reports can be taken in person or by mail,
but not by faxes. It is suggested, however, that you call before requesting a report to confirm that the report has been received in the Records Bureau and the exact cost of receiving a copy of same. Please provide as much information as possible when requesting a copy of a report, i.e. case number. If the case number is not known, the records division can search for the report by a name of parties involved, date, location or type of incident.

Escort fees


Any extensive search inquiry (defined herein to mean any police search inquiry involving matters other than material contained within the Department’s computer system or material available for immediate distribution for existing police records) shall be charged in accordance with the following schedule:

1 - Initial Search Fee:
Covering all work through the first three (3) hours for the extensive search inquiry by the agency personnel


2 - Additional Fee:
A charge which reflects the prevailing overtime rate for a fourth year patrol officer shall be charged for each hour beyond the initial three hours devoted to the to the extensive search inquiry. No proportion shall be made for less than a full hour of additional fees on any extensive search inquiry.

3 - Per Page Fee:
The fee per page for the final analysis shall be reflective of the fee charged for regular police reports


Review of Accident Reports
The viewing or reviewing of reports or photographs of accident reports shall be permitted and conducted at police headquarters daily, Monday through Friday from 8:30 a.m. to 3:00 p.m.
